What are the countries with minimal state?

I've asked this before,

And this is what I've garnered for answers..

If you value social freedoms more (such as g*y marriage, the right to do drugs, etc...)

Then the Netherlands is the best. However, they also have very high taxes, but in return for that.. They ALSO have very well managed (compared to other countries at least) government programs, such as healthcare... etc...

If you value financial liberty, such as the opportunity to start up a business at whim without ridiculous amounts of forms, fees and such, then try China.

Although they're great in  that department, they're not so hot in the social liberties department.

Someone recently told me that Brazil has a good balance of both, but I haven't had the chance to look it up yet.

Anything has to be better than the "land of the "free" and home of the brave" (USA)  though.
