  1. If you fly you need a passport. If driving then you can get them an ID or some other form of picture identification. As long as you can prove the kid is a US citizen it should be ok.

  2. THE CHILD MUST HAVE A USA OR STATE ID CARD AND NEEDS A COPY OF THEIR BIRTH CERT.

  3. Check at your local post office.  If they do not issue the passports they will be able to direct you.

Check U. S.  government web site

  4. If you FLY, you MUST have a passport.  If you are travelling by land you do not need a psssport until sometime after SUmMEr 2008.  see website below and read top half of the page carefully for current info.  A child travelling WITHOUT both parents must have a letter signed by BOTH parents and notarized giving the accompanying adut permission to take the child to Mexico.  You may look at the site below,...scroll down to section titled IMPORTANT NEW INFORMATION, the paragraph titled,"Minors."  Also need the child's certified birth certificate.  Personally, I think it is wise to have the passport too, even if you are not flying, as an emergency could arise, and you might need to fly back.  See third website for all passport info, including how to get a passport for a child under 14.
