  1. They aren't the same at all. The bill of rights is not a list of things individuals should or should not do.  It is a list of things the US government should or should not do.


  2. The 10 commandments tell individuals not to do certain things - they are "thou shalt nots".

    The US Bill of Rights tells the government that they may not tell the people not to do certain things. They are "The people MAY.."

The 10 commandments are a set of religious commands that usually have the words "or else you will die in a horrible way." after them.  The US bill of rights is a decleration on the rights of man, they were supposed to enshrine rights the government could not mess with or revoke. Sadly this is no longer the case.

    PS Check out the tenth amendment, any power not granted to the federal government by the constitution automatically becomes the perview of the state and the people within it.
