  1. GATT (General Agreement on Tariffs and Trade) is a set of rules agreed upon by particpants to help open up trade internationally. The WTO (World Trade Organization) was born of GATT, and is an actual institutional organization that protects international investment overseas. In a way, the WTO is like a group that enforces private property rights in nations that don't guarantee it in their constitutions.

  2. The GATT deals with tariffs and the wto deals with labor and trade issues.
