What are the duties of a plate waiter?

Are they any different to that of silver service?

Of course they are.  In some establishments there are two types of waiters....there are regulars waiters or wait staff and then you have back waiters or busboys.  The Wait staff serve you bring your plates etc while the "back waiters" are responsible for setting up silverware but usually do it out of the "eye shot" of the customer.
