What are the elements of vehicular theft?

Just wondering cause this girl who my friend used to date, borrowed his car from him,but refuses to give it back. The police said not much they can do cause the girl has permission from him to use the car. But still, if he asks for the car back, she refuses, isnt that enough to charge theft?

That is theft.This person needs to call state police (as long as this is not the agency that refused to do anything) and report the car stolen and report the police department that refuses to do their job.I had the same thing happen to me and the person that refused to return my car was charged with auto theft and the cop was in a lot of trouble.The district attorney DA said I could actually file charges against the cop.

The easiest way to get something done is to report the car stolen to the police.  Your situation is no different from a car rental agency who "rents" the car to a customer who fails to return it or from a car dealer who lets a customer take a test drive and the customer fails to return it.  The police didn't take you seriously for some reason. If the next cop refuses to help, ask for his Sergeant to the scene.  You have been wronged but sometimes you have to put your foot down before the cops will take you seriously.
