  1. Latitude, altitude, proximity to sea, nature of soil, prevailing winds and presence of ice or snow covering(as in the case of poles).

  2. There are many factors that can change weather and tell you what you can expect. A forecaster will have to look at numerous effects from surface to upper atmosphere. For example: a forecaster see moisture advecting in the low levels of the atmosphere while the upper layer is stable known as an inversion. Now the forecaster will have analyze the Skew-T carefully and figure out if the cap will burst open so thunderstorms can form. Especially, where I live in San Francisco its one big factor cooling us down is the marine air from the chilly Pacific waters blowing in to cool us off after a heatwave. Temperatures can drop as much as 30 degrees within the next day. So understanding geography  is another important role of deciding what kind of weather to expect. As in matter of fact yesterday in San Francisco was 87 degrees and today June 13, 2008 the temperature was only 61 degrees, that is a 26 degree difference from yesterday. Goes to show you the marine air can throw meteorologist forecast off target.

  3. The factors deciding weather are : humidity ; temperature and earth conformation .
