What are the fines I will be subjected to in New York State for driving with a "suspended" license?

I was pulled over for driving with a headlight out on my way back to PA. I had my registration, PA license and insurance info readily at hand. The officer took forever to get back to the vehicle and when he did, he informed me that I had a problem. I had a suspended NY license. I never lived in New York or had a NY license to begin with. I was told that 15 years prior, I failed to respond to a Driving W/O a License charge. I vaguely remember the incident, and recall the ticket which I thought was stupid at the time. I never heard from NY courts or officers at all after the incident and completely forgot about it. The stupid headlight went out the night before and like an idiot, I did not correct the situation in the morning, but irregardless this other situation threw me for a loop. Someone was with me in the vehicle and was able to drive the rest of the way back home to avoid being stranded in New York. What is bothering me though is how can my New York license be suspended if I never had one? The officer ticketed me for driving without a license and bad headlight. I was driving with a very legal PA license from where I reside. How can I even be suspended without ever being warned by the NY State Legal system that I was. They had an address where I resided for at least 10 of the 15 past years. I was not hiding. Is there not a statute of limitations on how long they can pursue this? I have to now appear in New York in front of a District Court facing a misdemeanor like America's Most Wanted. I am more pissed off at the whole thing than feeling like a bad guy. If they wanted to pursue this 15 years ago, they should have, but I was driving with a very legal license. This charge is a joke. I will plead not guilty. I am hoping someone can give me an idea how to pursue this and what kind of money they can pursue from me. I will appreciate any thoughts.

Your driving privileges in NY are suspended.   You don't need to have gotten a NYS  license for the NY DMV to revoke your privileges.  You are granted driving privileges in all the US states based on your valid PA license.  NY is saying 'not here' because of the outstanding ticket.  Call the court that your were to appear in and just find out how much it is.  Take care of the old one before you take care of the new one and the judge may forgive the new one.  Unfortunately, your warning was the ticket your received.  The good news is there is no reciprocity between NY and PA. Reciprocity allows that a suspension in the 'away' state will follow you to your home state resulting in a suspension on your license in PA as a result of a failure to appear on a ticket in NY.
