What are the fundamental tenents of special education?

I am not sure if it is tenets of tenents. My professor said it tenents but the net says tenets so help please?

  1. Here's Special Ed in a nutshell (and a very small nut at that):

    It is federally mandated that all students receive a free and appropriate public education (FAPE) and students with disabilities receiving special education services must have individualized educational programs (IEP) that are updated at least once per calendar year.  Students are also to be educated in their least restrictive environment (LRE).

    Your prof means tenet:

    ten·et
