What are the government regulation on biodiesel?

It depends. If you are planning on selling it, you're obviously going to have some sort of tax imposed on your business. But if you're using it for yourself, then no taxes are imposed.. But I'm not sure of any local regulations where you might be living.

You might want to check online and look up certain regulations. But other than that I've never really heard of the government regulating biodiesel.
