You really have to divide the world ot textiles into manufacturing and cut/sew/apparel.  For both in the USA, 99% of the rules are the same as for any other factory or just applied modifications.  The only major different set of rules for yarn and weaving operations is the cotton dust standard (third reference).  OSHA has two general pages (index and from a search) for textiles (first and second references).  OSHA also has a separate page for sewing (Fourth reference).  They also have an apparel and footwear page (fifth reference).
