  2. People with chronic hypertension are at increased risk for cardiovascular events such as heart attack and stroke. That's even more true in the perioperative period, but still a long shot.

    If you're asking about a transient elevation in somebody whose blood pressure is usually not that high, the major risk is that somebody with more authority than experience will try to "fix" it, dropping the blood pressure either too much or too fast, and causing the very problems they were trying to prevent. In practice, this is at least 100 times more likely to cause harm than is the blood pressure elevation itself.
