  1. The control measure depends upon the type and amount of runoff. For example, if the runoff is just from agricultural field, vegetation or diversion channel may help but if it is related to streams and rivers, dams and rock-lined channels are needed. Anyway, in general, some of the measures are:

    1. Outlet protection

    2. Diversion dikes and swales

    3. Temporary slope drains

    4. Rock-lined channels

    5. Check dams

    6. Grass-lined channels

    7. Temporary stream crossings

  3. Basically prevent fast flow of rainwater to a stream.  Design level areas which "flood" and soak in.  Change steep slopes to stepped terracing for the same reasons.  Allow water to collect in places and be stored temporarily which then drains off slowly after the rain event.
