What are the laws concerning passengers riding in a 5th wheel trailer while in motion?

In the US and most states, it is legal because of the way it is connected to the towing vehicle.  The chances of it becoming disconnected while in motion are astronomical. Even though it is a safe, a lot of states are reconsidering the legallity of allowing that because of rollovers, head-on collisions, and no provisions for the 5th wheel inspections for proper operation and safety.  Trucking companies already have the inspection law in place through the ICC, which regulates trucking.
