What are the laws/rules about time cards?

My boss is saying that we should round to the nearest quarter hour....is that legal?

It is not a law that you have to, but it is an option that your employer can require.

If an employee starts work fifteen (15) minutes early, this time cannot be offset by providing the employee and additional fifteen (15) minute break. If an employee starts work late, the time cannot be made up by working though the break period(s). Break periods cannot be accumulated to be taken together later in the day.

as long as you are rounding UP, yes.  Your state labor laws probably govern whether or not rounding down is legal.
