What are the legal requirements to be a private money manager?

You can become a Registered Investment Advisor by taking a couple of exams administered by FINRA.  Then you have to register with your state securities regulator.  Its up to them to grant your registration.  You may also have to register with the SEC.  No other specific education or experience is required but would certainly be helpful.
