I only know of 2 'places' that do this...

The vet, or an owner.

Usually done with brand that is registered.  Although I've seen horses with hearts, clubs, and other idiotic stuff that an owner put on them, that has nothing to do with a registered brand.    

Mustangs have their own type of brand...showing registering organization, year of birth, and registration number.

In addition to the freeze mark on the left side of the neck, sanctuary wild horses are marked on the left croup with 4 inch high Arabic numerals that correspond with the last four digits of the freeze mark on the neck.
