The ethical way is to pay mutually agreed, reasonable price and buy the resources. If extraction is the problem, advance a loan so that they can create infra structure for extracting the resource and get them shipped back to your country.

2 steal it

3. Go to war and steal it.

4. Sign a treaty of non-aggression if they give it to you. [threats]

5. Swap other resources that you have for it.

6. Build their industry so they can exploit it and have a percentage for your trouble.
