As far as car insurance goes, there's no "one size fits all" cheapest company.  The cheapest insurance, will be for a "paid for" car, with just liability on it.  Of course, if she cracks it up, there's no coverage for the car itself.

i'm 16 and have just been insured for riding a moped, so i know how hard it is to find reasonable insurance! best thing is to shop around and get quotes for her specific situation - some insurers are better for young drivers than others. i'd also recommend 3rd party cover due to it being inexpensive.
