  1. According to the site I found, the tracks are owned by the Canadian National Railway.  I'm pretty sure they used to belong to the Illinois Central.  But CN bought the IC sometime in 1999 or 2000.

  2. as ridicoulus as both of us will find to belive that section of railroad tracks name etc was purchased by the canadian goverment along with many northen railroads  southeren illinois would be the correct answer 7 years ago other rail companies would use the tracks at a milage charge the goverment screwed up our passanger service in canada i had 16 plus years service with canadian pacfic passanger train merger in 1977 with canadian national to form via rail canada if a goverment has ever screwed small communities from the atlantic to the pacfic it is via rail in the praries rail transportation was the only available form of travel during the winter these small communities lost there only link to the outside world the fares were raised so that a person could fly vancouver to toronto cheaper than a day coach ticket many times there were more service staff than passangers noe they charge us farmers ridicoulus fees to transport perishable goods in thier own country just prior to the merger 5 younger people with experiance had a very good offer to join amtrack when they were reorganising i would be retired on a very very high pension my ex wife did not want to move to the stares stupid yes  soon cn rail will have all og the northeast us locked up your country was conned by the canadian goverment and the wabash cannoball did run on those tracks sorry to sound bitter i am in my 60s and they destroyed our legacy and history
