  1. Well there's not a lot of graffiti or gangs in Beverly Hills.  Wilshire Blvd runs all the way from Santa Monica to downtown and goes through Koreatown, Beverly Hills, Brentwood, so that's not exactly a 'neighborhood.'  It goes through lots of neighborhoods.

In terms of Beverly Hills, there are a lot of foreigners who buy there, so there is a high concentration of them, but there are also people who have lived there their whole lives and celebrities, and people who just rent apartments there, etc..  When you have so many people in an area (17 million in CA), it's hard to characterize a neighborhood as a specific thing. Some people are snotty, some aren't.

But in terms of gangs and crime, etc.-- Beverly Hills does a very good job of keeping the area safe.  There are other neighborhoods that are safe as well though.

    Hope that helps.

  2. Wow...well Wilshire is a very long street and it goes thru many different parts of town.  Kind of depends on what part of Wilshire you are talking about as to what kinds of people you'll find there.

Beverly Hills has low crime and the neighborhoods are nice.  There is lots of money in BH so some of the people are bit s****....not all but they are there if you look for them!

There are gangs in LA (it is a huge city after all).

Hoods?  If you mean the gang infested parts of town they have their own rules, each one is different.
