What are the new jersey laws for my electric bike?

Hi. It's actually my son's electric bike but anyways.....He's 13 years old. He won't use it on the road or anything. It's the Mongoose cx24v200. It's only 24v of power with 200 watts of electric. It's top speed is 10-12 mph. There are pedals along with the electric motor. Thanks for all help.

NOT legal for him to use it on any public street or sidewalk.  Under age, and all ebikes are illegal on NJ roads.  

Many adults get away with it, but,  that is the law.
