until what time can someone make noise legaly? i mean on private property

There are different rules for England and Scotland, and probably Wales too.  In England, there is no definite time when noise is acceptable or unacceptable, it depends on whether it is reasonable or not.  Look on the noise concern website or contact the environmental department of your local council.  Forget the police, they are far too "busy" to bother with issues like this.
