  2. low. as long as the sites are outside the US, international considerations pretty much make it impossible to prosecute.

  4. If you are a US Player, you can potentially get into some trouble gambling online. The state of Washington just made it Illegal!

    You can play poker online and win cash at some sites and this is perfectly legal.

There is no federal law that makes it illegal to gamble online.  Some states have online gambling laws pertaining to players, but at this point, there is no means of enforcement!  Some sites take liberties in blocking customers from these states, but most do not.  Thousands upon thousands of US residents gamble online every day...there is little hint that ANYONE will face prosecution in the near future.
