What are the organization having power to issue visa in US?

If one is in urgent and want Visa, from India

and US consulate rejected visa, what are other organizations that can help to get visa

Please let me know its urgent and its the matter of life and death for someone

There is no other organization that has the power to issue a visa to visit the US. Assuming you are talking about a tourist visa, the only thing you can do would be to apply again and do another interview. However, unless something significant has changed since that interview, chances are very good that the results will be the same. Whatever the urgency is here, try to find a way to prove that if you do apply again.

the only one is the US consulate in Indian, if you have been refused, it is probably because your application did not show enough evidence that you have any family ties, job, of any financial means to make you want to return home,

there is nothing you can do but reapply in about 6 months perhaps.........
