  1. In stead of evaluating the employee,

    Evaluate the wage, and benefits versus cost of turn over hiring  and re-training cost.

    This system saves the most money in the long run if the employee is content that the job when they leave their shift is completely finished and safe for other employees and customers you must have in place an employee to employee flex system for emergency's in which management is aware of substitutions in the schedule in responsible enough ways to prevent undue overtime payment.

    Very simply "you can not replace the of respect for the employee or their respect of the value of good management resource flexibility.

    That will not answer your question if you consider your employee as dispensable  and a cost factor only.
