Quality of education and access to higher education is solely dependent on the prosperity of the community because the public schools are funded by taxes, therefor the wealthier districts who can afford to pay more taxes will have better schools.  Education is fixated on the resources available, and the more money to fund a school district= better education=opportunity for higher education=prosperity and upward mobility.  The politics of education involve the hierarchy of power, which prevents the underprivileged from attaining the same resources to improve their education systems.  Low income schools often lack the funding to provide students with updated texts and air conditioning in the summer time...let alone computers and other technology utilized in the more privileged districts.  The social inequality of education transfers over generations, by making it merely impossible for the poor to obtain the resources to gain upward mobility to rise above poverty levels.
