M: pragmatism promoter.  power is thru good governance, institutions must be functioning to elicit loyalty or they will revolt

H & Locke:  both agreed that there shld be a system of governance.  H - a king, Locke:  run by the people.  

Marx / Lenin: dictatorship of proletariat.  capitalism to be replaced by communism.
