What are the pros and cons between the non-drivers permit and drivers license?

I will be going to college this fall in Pennsylvania and I currently live in New York City. My mom suggested that I get the NON-DRIVERS IDENTIFICATION and my dad told me to get a DRIVERS LICENSE. My mom wanted me to get the non-drivers i.d. because it has my picture and everything needed for identification, but does not want me to get the drivers lisence because the insurance premium will go up. My dad wants the drivers license because it will allow my to drive and is the epitome of an identification card. My mom said I will not have enough time to get the drivers license. My dad said that I can carry the drivers permit as identification. Here are some of my questions :

- Can I use the drivers permit as identification, and if so, how long until it expires?

- ** WHICH DO YOU SUGGEST I GET ** (Please tell me why you chose what you chose)

  1. the i.d if finances aren't lookin to good for you. But a drivers license will definitely be better. It will do more for you and is more convenient


  2. in pennsylvania, you cannot use your permit as ID for most things if it does NOT have your picture on it.  If it has your picture and is state issued, then you can use is.

    If you have enough time to get your license, then I suggest doing that this summer.  Its a lot harder to find time to practice once you are away from home.  It will also be harder finding someone old enough to practice with.

    But if you do not have enough time, then get an ID card.

  3. A non-driver's ID is exactly the same as a driver's license except that it doesn't let you drive.  Both can be used as identification, such as for boarding planes, buying alcohol, whatever.  The non-driver's ID looks the exact same as the driver's license, except it says "ID card" or something like that instead of "driver license" at the top.  

    Basically, if you will be driving, get the driver's license.  If you won't (which many college students don't), then get the non-driver's ID card.   No point paying extra and taking the driving tests and then paying more insurance premiums each month to get a license that you aren't going to use.
