From running several tests, the Linux browser is the best overall, as well as fastest [but you haven't mentioned Linux].

Safari is the second best, and second fastest and Windows Internet Explorer comes at a close third.

I found this by getting the results of several tests: a cold start, a warm start, rendering CSS, rendering table, script speed, multiple images and history.

All tests were accurate [as they were averaged] and they were done on Internet Explorer, Safari, Mozilla Firefox, Opera, Linux and Konqueror.

Opera came fifth out of six. SO the answer to your question is that Safari is way faster than Opera.
