What are the qualifications for a place to be a city?

Hi! What are the qualifications that are needed to be seen or inspected for a place to be a city? Thank you in advence! ^__^

A city in America is a model of governance, as is a town, or township.

Cities usually have a mayor and city council who act as the executive and legislature respectively. Some have a mayor who is a figurehead and sits on the city council, and then have a professional city manager to run the city on a day to day basis.

There is no size limit. I lived in the city of Panguitch Utah, population est. 1600 people.
