  1. I assume you are asking about public housing or rental assistance.  If so, then you would very likely qualify for assistance at minimum wage.   The income has to be less than the income limits set in your state or county for section 8, which is now called the housing choice voucher program.   The best thing to do is to call the department of social services in your state or county, or look up the housing assistance phone number for your area on the web.  I recommend www.hud.gov.

There is a fairly quick way to check if you qualify for low-income housing that is funded in some way through HUD (US Department of Housing and Urban Development.  HUD gives funding to states, counties, cities and private for-profit and non-profit businesses to provide site-based and vouchers for rental housing.  

    The link I've included below has a map of the US - click on your state, and it will take you to a PDF file for your state.  

    Find the closest geographic area within that state in the PDF.  

    Choose the column that represents the number of people who will be living in the rental housing - all must be included, as well as the income from all tenants.

    There are three rows within each area - most rental housing uses the Very Low Income guidelines, so your income will need to be below that amount.  The exception are projects (site-based housing) that were established before 1980, and they will use the low-income limit.  The median income is only included for reference.  

    So, if the income for all tenants is below that level, you should qualify.  Do keep in mind that they will ask about any assets, and consider the income you receive or *should* receive for those assets.
