What are the qualifications of a "Super Mechanic"?

on March 25, 2008 in Flight International, aerospace giant Boeing was addressing flaws in the design of the 787 wing spar and they were quoted saying they have a team of super mechanics.... i am assuming that they hold an A&P maybe an engineering degree but i am curious. this is directly from the magazine.

"According to sources, a system of "super mechanics" who hold all the necessary certifications to self-check work to appropriate airworthiness standards is being abandoned in favour of a traditional quality-assurance system."

I would say they had the A&P with IA (Inspection authorization) along with with an engineering degree.  Whatever the case is the FAA still has to provide its certification.
