  2. Ambassadors are appointed by the President and confirmed by Congress. There are no "qualifications" other than to have the President like you. The hard part will be the confirmation by congress where your political and foreign policy record will be scrutinized. It will be much harder to get an appointment approved if Congress does not like the President.

    A successful political career will help greatly. Impress the President when you are a Senator and chances of appointment go up. Make lots of friends while you are in Congress so the appointment is approved.
