  3. If a governing body cuts a school's budget then things are usually really bad. In a city government, property taxes are usually used to pay for schools, and the state or federal government subsidizes this amount per student. If a school experiences budget cuts, I would venture to guess that the number of students has decreased or the school is not meeting expectations.
