  1. Where are you from and what is your rainy season?  It's hard to give you a good answer without knowing the conditions you are under.  In general roses don't do well if poorly drained, it could be that shoot formation is suppressed due to too much water.  You may try planting them on raised beds so the soil can drain properly during the rainy season.

          -you have to check your rose genetical source

          -observe the climatic and edaphic factors of your growing area

          -see the responce of your rose plant to the external environment
