What are the regulations for hanging doorhangers on residential doors in Wisconsin?

Where can I find out if my city or township has more specific information? ALSO, is it legal to put cards in the local newspaper delivery boxes at residential locations?

I am a City Councilman, not in WI, but know that all cities keep the regualtion in the City Hall.  Check with the Clerk at the CIty hall for regulations to your questions.  Further, in most states it is illegal to put "junk" mail in peoples boxes.
