What are the requirements for applying for a bridge card?

Question

I am a college student, who is often in need of some extra cash. I have an on campus job to pay my rent and my parents pay for tuition. I use whatever other money I have to buy food and anything else I need. Recently a few of my friends have been talking about using the bridge card for groceries each month. How do you qualify for it?
