What are the requirements for renewal of passport,and what if my passport is still valid?

i want to renew my Philippine passport,but it still valid until 2012,?how long it will takes to get the new one?and what are the possible requirements?my old passport it was issued at Thailand Bangkok,last June 17 2008.my problem is it already broke for the reason i don"t know,at the right upper part of my picture,thats why i want to change it into new.

just have your passport renewed since it is mutiled or in bad shape, go to the consular services in the Philippines, if you are still in Thailand?
