I am currently in the UAE.

Call the local embassy and get them to send you an information packet. Then look up the Department of Buisness.

You will need a local sponsor who will take a hefty sum of all your profit just for leting you come there.

As for the Liquor liscinse. It's almost impossible for a restaurant to get one in any UAE country. You will have to go through your sponsor and lay down a hefty deposit. It's about 500usd for a personal liscinse just to buy a limit of 150usd a month.

Do your homework first, it may not be worth the effort.
