I am planning to turn my tutorial center into a pre school. But I have no idea what are the specific requirements that the department of education (Philippines) needs for me to have the approval i need to start with.

first and foremost you need to go to the department of education for assessment, they will give you the answers you needed. I have friends who put up preschools in the Phils, they were instructed to finish the 18 units requirement prior to putting up a preschool business.
