  1. It is a ridiculous amount of red tape.  You have to get permission from the central government, as well as the municipality.  There is also a tax stamp you have to purchase.  Honestly, if all you are thinking of doing is a portable business i.e. a temp stand on the beach, I just wouldn't bother with any of the permits.  Not only will the local officials try to rip you off because you're not a local, the amount of time you will spend, borders on the ridiculous.  It took me over a month, and finally required the services of an attorney to get things moving at the municipality for the permit.  If this is a "cash" business, don't bother with the permits as the locals aren't astute enough to bother checking anyway.

    There is no "hating" as the other poster stated - it's the truth.  Establishing a business Puerto Rico is a waste of time because of the cumbersome requirements placed on non-puerto ricans.  It's just an extension of their corruption - ask their Governor he was indicted yesterday and faces 20 years in prison for 19 counts of fraud and lying to the FBI.  People from there can whine and deny it all they want, but getting a business permit in most US cities can be accomplished in one visit to City Hall, whereas in backwards Puerto Rico it takes months.  It's the main reason so many companies have left PR.  PR actually has and enforces a local law dating back to the time of Spanish Rule, where businesses are required to pay each employee a Christmas bonus, equal to two weeks of salary.    So regardless of the other comments, PR is a terrible place for business owners.  To claim otherwise is a complele fantasy, but then again they do call it the "Enchanted Island."  They should just change it to "Fantasy Island."

    Arpe, Salud, crim...Health, taxes, city ,state, buildings...

  3. OK dont listen to IMACHEF. He is Puerto Rico Hater. For some reason he comes on here from time to time & has his little obnoxious rants.

    Anyway, Puerto Rico basically follows much of the rules of the US & starting a small business will be similar. You might need a tax ID number. Check ou these links for help:
