What are the requirements that i must meet before i can bring my Thai wife to Singapore?

I think Singapore immigration center doesn't allow a man to easily bring a foreign wife to stay in Singapore.

what are the requirements that my wife and i should have before she is allowed to migrate here??

First of all you two must get married.  You can get married in Thailand, after that prepare documents and submit for spouse visa.  For procedures and other details, contact the Singapore embassy in Thailand.
