What are the requirements to consider a species endangered?

Every country has its own rules and requirements for endangered species.  If you want to know about the US policy go to the Fish and Wildlife Service, which is in charge of endangered species.  Their endangered species site is:

There are several links on the left that discuss requirements, listings, private land policies, etc.

The UN has a conservation program that deals with endangered animals, but there is almost no actual control or enforcement.  The site is:
