    If your fiancé(e) is not a citizen of the United States and you plan to get married in the United States, then you must file a petition with USCIS on behalf of your fiancé(e). Until the marriage takes place, your fiancé(e) is considered a nonimmigrant. A nonimmigrant is a foreign national seeking to temporarily enter the United States for a specific purpose. A fiancé(e) may not obtain an extension of the 90-day original nonimmigrant admission.

  2. he has to file an I-129 application along with your and his bio information, you will find all the information at www.uscis.gov

    after that's approved from the INS they will send it to the embassy at Philippines and you will receive lots of forms to fill up and will have to undergo a Dr. check up, ( they will test if you don't have AIDS, syphilis and X-ray your lungs for tuberculosis ),with all the forms you will go to the embassy for an interview and if you pass it you will get a visa on which you have to get to the US and get married within 3 months
