The exact requirements are kept secret by Yahoo Answers staff.  Though from my history of gaining and losing the Top Contributor badge, I've been able to deduce that you have to have a high enough percentage of Best Answers in the category in which you want to be a Top Contributor, and you must have answered enough questions there recently.  So pick the category that you feel you're most knowledgeable in, and provide lots of answers there that you think will get Best Answer.
