What are the responsibilities of nations to the people of the world? (I'm talking about the time period during the Holocaust.)

The question is not so simple....

What is the responsibility of a person when they come upon a woman being beat up by a street gang.??

Can you stop it, without dying??

Do you turn and go away because it's someone elses job?

Do you phone 911 and say you did a good deed?

What we know of the holocaust now, was not known when it started or even when the war was intially over

The holocaust mostly happened near the end of the war.

What could have been done, that wasn't.?

In the middle of a full out war, you can't call "time" explain that the the rules are being broken, and start up the war again after.

Now in more modern  Times, what do we do about Somalia, Darfur, The congo etc.  The genocide there is being done by Geurrilla forces who are fighting the gov't or opposing forces in the governments. What do you do about it.

Do you invade all of Central Africa, Do you send in more aid so the different factions can buy more guns, Send in Food, which can't be delivered to the people intended but is stolen by Government officials or soldiers.

The responsiblity of all nations , should be to protect all peoples..But I don't know how, Do you?
