What are the responsibilities of the End User as to the creation of the SOW ? or who writes it ?

I have a boss that thinks that the SCA should have templates for SOW's and that we should be the ones that create/write the SOW. I told him that all SOW's are unique and we could not have templates and that its the responsibility of the End User or Client to write the SOW.... I work for a Contractor firm that has a Prime contract with the US Military. Where on the web can this information be found as to roles and responsibilities in the creation of the SOW ?

  1. a sow is simply a fancy term for what somebody wants you to do for them. it is fairly high level. prospective vendors respond via a proposal or similar means.

    many orgs do not have formal processes in place for creating SOW's, so will describe what they need without an official document called an SOW-usually i will be in an RFP.

    i think you boss is saying that you should have a template to transfer client requests into a formal SOW to ensure the info you got in complete enough to respond with an accurate bid. in that case a template with a section heading for each of the important things you need to know is a good idea.

    the project mgmt institute has info (pmi.org i think) as well as lots of othr sites relating to IT development.
