What are the rights of a taxpayer?

I remember seeing a poster by the CRA that the rights of a cdn taxpayer include planning his or her tax affairs to pay the minimum amount of taxes, not a penny more than the correct amount.

On the other hand, the taxpayer should expect the govt to spend the tax money in a responsible, effective and efficient manner.
