  1. before Rome became an empire it was a republic. the consul was the leader elected by the senate. not sure about tribune.

  3. Consul was the title of the highest elected political and military office of the Roman Republic.  Tribune was the title accorded to some lessor Roman magistrates and military officers during the same period.  A Consular Tribune was an even higher level of appointment.
